Community Engagement Activities Initiated for the Perun Wind Project in Volyn Region

In early November 2025, representatives of Perun Project company Green Volyn LLC together with environmental consultants from UKREKOKONSALT conducted a series of introductory community engagement activities within the Kolodazhna Territorial Community as part of the early-stage development of the Perun Wind Project.

On 6 November 2025, public meetings were held in the villages of Drozdny and Lubytiv. The events brought together 34 local residents, including households, land users, community representatives, and other interested stakeholders. The meetings aimed to introduce the fundamentals of wind energy, provide initial information about the planned wind project, and establish an open dialogue with the local community. The presentations covered the technical and environmental principles of modern wind farm development, including the ecosystem approach applied in project planning and international best practices in renewable energy development. Particular attention was given to the role of renewable energy in strengthening Ukraine’s long-term energy security and supporting post-war recovery. Residents received information regarding: • environmental considerations related to birds, bats, and local ecosystems; • turbine siting principles and applicable safety standards; • noise and shadow flicker regulations; • mitigation measures used in modern wind energy projects; • expected construction stages and environmental monitoring procedures; • compliance with Ukrainian and international environmental legislation. The meetings also included an active question-and-answer session. Community members raised questions regarding: • the preliminary locations of wind turbines and distances between them; • construction timelines and the condition of local roads after construction; • continued agricultural use of land near turbines; • expected community benefits, including local taxes, social initiatives, and employment opportunities; • potential impacts related to noise, shadow flicker, and visual appearance. More than 60 questionnaires were completed by residents during and after the meetings. The feedback demonstrated a generally positive attitude toward the project and highlighted several priority expectations from the community, including: • support for local road repairs and infrastructure improvements; • assistance for educational and medical institutions; • interest in broader national energy cost reductions; • continued transparent communication throughout project development. On 7 November 2025, separate educational sessions were organized for approximately 100 schoolchildren in Drozdny and Lubytiv. Through interactive demonstrations and simple experiments related to wind, electricity, and sound, students learned how wind turbines operate and how renewable energy contributes to clean electricity generation and climate resilience. The activities generated strong interest among students and teachers and formed part of the project’s broader commitment to transparent stakeholder engagement and community cooperation from the earliest stages of development.
